Do all leagues use the same tie-break rules?

No. Goal difference, goals scored, head-to-head results and other criteria are applied in the order set by each competition.

Why are some grouped tournaments not available in the selector?

This page only switches between competitions that can be shown as one reliable table. Grouped or multi-stage tournaments remain available from the full leagues directory until each group can be displayed separately.
